The Research On Promoting Chinese Government's Capability Of Crisis Management

China now is at the sticking point of reforming and modernization building. In the background of globalization, with the fleeting development of socialist market economy, caused by various kinds of conflicts and issues, crisis will inevitably happen. The government is the supervisor of public affairs and also the provider of public products and service, and the government has the duty to prevent and deal with crisis successfully when it happens.So it's an urgent problem for the government to advance its capability of crisis management. At the same time, it's a significant task for the scholars to research the government's capability of crisis management.There are three chapters in this article. In the first chapter, starting with classifying crises, by using the explanation of "capability" in the Chinese Dictionary for referrence, we make a defining on "the capability of crisis management", and illustrate the terms that must be possessed by the government in order to advance the capability. In the second chapter, we analyze the actuality of Chinese government's crisis management capability through these four aspects: consciousness, legal system, institution and finance. And in the last chapter, we open it out that it is very significant for Chinese government to advance its crisis management capability, and, some strategies have been brought forward.
