The new century has brought unprecedented challenges, with the attendant expansion of the social system change and reform continued to deepen, making the prominent social conflicts. Social Transformation of public safety under the management of the government is most concerned about the content, in the face of today's frequent public emergency situation, the Government needed to rethink how to improve and enhance its emergency management system and capacity. In recent years the "SARS" crisis, "Songhua River pollution incident", "Wen Chuan earthquake" and other unexpected events have given a severe test of the government. The public emergencies disrupt the normal functioning of society, people so physical and psychological harm is inevitable. At this point, the Government's right to address critical, related to the development trend of events and results, but also related to a country's social stability and government power. Since the congress, China's Government has been proposed to enhance and improve the government's emergency management capacity and mechanisms to implement the government's social management functions, to keep the goal of building a harmonious society. I have my own understanding of defining the unexpected public incidents by studying the related theories of public crisis; I also expound the necessity of the government of performing emergency management functions by applying the principles of public management; besides, I analyze the problems existing in the emergency management of country-level government, and then put forward suggestions and solutions on how to improve the ability of managing unexpected public incidents.
