Research On Public Crisis Management Of Jiangxi County Government From The Perspective Of Modernization Of Governance Capability

“County is treated,the world security.”In the sense of crisis management,China's 2,853 county-level governments have stabilized,and the whole Chinese society has a stable foundation.How to achieve stability,and how to make the stability of county-level governments more lasting and deeper,is undoubtedly a big challenge for China's county-level governments,which have little experience in modern social governance.In November 2013,the third plenary session of the 18 th central committee of the communist party of China put forward “advancing the modernization of the country's governance system and governance capacity.” In December 2017,the fifth plenary session of the 14 th session of the CPC jiangxi provincial committee of the communist party of China first put forward the goal of modernizing jiangxi.The modernization of public crisis management ability is the important content of the modernization of county-level government governance ability.The strength of crisis management ability is an important criterion of the government governance ability.At the present stage of unbalanced development,the public crisis management of China's county-level governments not only accumulates some experience,but also faces many major challenges.Since the new century,jiangxi county government has experienced a series of different damage degree of public crisis,we see that in response to public crisis,the government at the county level of public crisis management concept,consciousness,means,methods,is steeped in tradition,these traditional methods is obviously not adapt to the style of “newer”crisis.Corresponding to the underdeveloped economic development level of jiangxi,jiangxi county-level governments are generally faced with the problem of inadequate emergency capacity in handling public crisis,such as technology,means,resources,mechanism and personnel,etc.,and they rely more on the leadership and support of superior governments when dealing with the crisis.The effectiveness of public crisis management is directly related to the safety of public life and property and affects the public's evaluation of the government image.Therefore,improving public crisis management capacity should be an equally important goal for jiangxi county government to focus on economic development.Only in this way can we achieve the grand goal of modernizing jiangxi.Since 2000,after many times of public crisis management practices,the central government of China has put forward and implemented a new idea of “local as the subject”of emergency management,and strengthened the awareness,responsibility and role of local subject.How to realize efficient public crisis management of local government has theoretical and practical exploration significance.Therefore,in this paper,starting from the basic theory and concept of public crisis,shanggao county tap water odor event in 2016 as a case,analysis of the local government in handling the success and deficiency of public crisis,in Europe and the United States,Japan and other developed countries for reference at the grass-roots level government in public crisis management,on the basis of basic experience,in the face of the central government put forward the governance ability of modern requirements,in the face of the requirements of modern jiangxi,jiangxi county government basic countermeasures of how to better deal with public crisis.This article is divided into five parts.The first part: the background and significance of the research on public crisis management at home and abroad are analyzed.The research method,innovation and deficiency of this paper are put forward.Part two: this paper studies the concept of public crisis and the status quo of public crisis management of county government in jiangxi province.Part three: expatiate the present situation of public crisis management and practical evaluation in shanggao county,yichun city.Part four: focus on the analysis of "12.14" peculiar smell of tap water in shanggao county,jiangxi province,summary of treatment,advantages and disadvantages,gains and losses,etc.Part five: this paper expounds the experience of crisis management of grass-roots governments in the United States,Japan,Russia and other countries,the significance of establishing the national emergency management department and the new requirements for county-level governments,and puts forward some Suggestions on improving the public crisis management capacity of county-level governments in jiangxi province.
