Great progress has been made in China's construction of rule of law since its reform and open policy. A socialist legal system has been established, the people's law consciousness has gradually improved, the rule of law as the political civilization has developed our society together with material and spiritual civilizations. In the meanwhile, socialist construction of rule of law has not aim the people's expect for some reasons such as the delaying of law-making, bad law-abiding, loosely administering and illegal judicature. Comrade Jiang-zemin put forward the notion of "three civilizations". And pointed out: "we must combine legal construction with morality closely, and rule the country of law and by morality." These words have led the way for the socialist legal construction. but what is the relationship between ruling of law and by morality? How can we connect the two sides together closely? This is an urgent problem facing us. We must realize that morality is the foundation of rule of law and we should develop and improve the socialist morality theoretically and construct the moral foundation of socialist rule of law.
