The leading cadre's ethical quality is the key and the link of pulling one hair and moving the whole body; Second, "rule of virtue" must be combined to "rule by law" in order to give play to their own advantages with fully-developing the merit while avoiding the shortcomings; Third, implementation of "rule of virtue" does be one system of engineering, and during it we must build the socialist morals with long-term, omni-directional, the whole course. Ethical construction should be brought into the track that is governed by law too.
