Study On Environmental Information Release System

The worse and worse environmental situation has attracted attention of more and more people because the environmental issues are closely related to the survival and the living of human beings. As a result, the release of environmental information becomes an issue cared about by the citizens. The establishment of environmental information release system aims to assure the right to know for the citizens, oblige the government to execute its duties in environmental protection and improve efficiency of executing environmental law, and provide assurance for the citizens to participate in environmental protection. This essay is made of four chapters. In the first Chapter, a general introduction of environmental information release aims to define the concept and illustrate the theoretic basis for environmental information release, displaying its occurrence and development. In the second Chapter, it makes a comparison and analysis between environmental information release system and environmental right to know system and public participation system, presenting the actual importance of environmental information release system. In the third Chapter, it makes an emphasized study on the environmental information release system in European Union and UK in an aim to refer to and draw on the successful experiences of foreign environmental information release systems for our country. The fourth Chapter, the key part of this essay, after displaying the serious defects existing in China's environmental information release system through deep analysis and thinking, it comes out a basis idea on establishing environmental information release system in China. In the condition of entering WTO, the environmental information release system should be strengthened to establish, defining the aim and basis principles for environmental information release system, perfecting its subject, forms and measures of assurance, building it into an important system in the national environmental protection to facilitate carrying out environmental protection activities and safeguard the citizens' environmental rights.
