With the advent of information age, the impact of government information on people’s lives is increasingly profound and the government information release system has become an important part of people’s lives. It is of particular importance to release government information in public emergencies. Timely and comprehensive release of information is the key for government to response to public emergencies effectively, an important factor in protecting citizens’right to know and in maintaining social stability. Compared with conventional government information release, the government information release of public emergencies is more urgent. In today’s society, public emergencies become more complex and varied. In the face of the crisis, government information release is more difficult and it’s hard to resolve the crisis relying on existing information release system and legal system. China is committed to democratization and legalization, the protection of civil rights, especially the protection of citizens’right to know is more important. However, in the face of public emergencies, government information release system in China is still not perfect and there are still many problems and defects. Therefore, while exploring the existing problems and countermeasures of the government information release system in China, we need to recognize the drawbacks of the system, and to make the system rational and scientific, and realize the necessity and urgency for our country to improve the government information release system as soon as possible to deal with public emergencies.The comparison argument is used in this paper, such as the comparison of China’s government information release system in public emergencies with some countries as Sweden, US and Japan. Identify our deficiencies in the system, and find the institutional characteristics, advantages and experience worth learning of the three countries. By taking "Weng’an" incident that occurred in Guizhou Province as an example, the thesis demonstrates the government information release system in China. The thesis describes the public emergencies and government information release system in China in the way of logic demonstration. Considering some current public emergencies, the thesis concludes the drawbacks and problems existing in the government information release system, and gives suggestions and viewpoint for the improvement of the information release system and the legal system. By analyzing the problems of legal and management system, the thesis interprets legal system of the government information release and proposes solutions to these problems. The full text is divided into four chapters:Chapter one describes the necessity and significance of the research into the government information release system in public emergencies and also progress and practices of China’s government information release system in public emergencies.Chapter two offers explanation on the concepts of government information release system.and public emergencies and also the significance of government information release in public emergencies. The second section of chapter two describes the definitions of components of the government information release in public emergencies including subject, object, content, principle, procedure, and relief.Chapter three and chapter four analyze the problems existing in China’s government information release system in public emergencies from the perspectives of legal system, management, network construction and so on. These two chapters draw a conclusion that there are series of problems including lack of corresponding laws and regulations, rigid information release system failing to tackle the new and complicated public emergencies and lack of effective supervision system etc. The two chapters also compare China’s progress in this field with that of Sweden, US and Japan and reach a conclusion that China lacks corresponding legal system, the concept of rule of law, effective management and accountability system and provide analysis of these defects.Chapter five provides solutions to the above mentioned problems including legal system construction, management construction and reasonable information releasesetc.
