A Leading Reformation In Administrative Mechanism

Yangpu Economic and Technological Zone was approved by State Council in March, 1993. In accordance to international convention, "Yangpu Mode", a whole new pattern, was framed mainly featured in economic and administerial mechanism. Yangpu administerial mode, established under the guideline of "serving the society with simplified administerial institution", is still occupying the leading position to some extent. This study, revolved around the leading elements in Yangpu administerial mode, is summarized in four parts. Part one, an introduction of background, which expounds the necessities of building the new administerial mode giving attentior to both the economic condition of Hainan and the features of Yangpu. Part two details the traits of Yangpu administerial system, "less institutions, higher efficiency", from the perspectives of administerial concept, administerial institutions and their functions, optimal collocation of civil servants, and inner restriction mechanism. In part three, analysis is conducted on the cause of ineffectiveness of Yangpu administerial mode and its leading aspects. Part four sums up the significance of Yangpu administerial mode from four respects.
