The rapid developments of economic globalization, various multinational companies, global and regional non- governmental organizations have mushroomed to grow up in the late 70s and the early 80s in the 20th century. And it caused unprecedented challenges to the national government administration. In this context, governance and good governance theory become the forefront of international academic theory. A relatively independent civil society is the important foundation of good governance. Since the reform and opening up, the socialist market economy has gradually established in China. A relatively independent civil society appears with Chinese own characteristics. It is shaping and playing an increasingly important role in the process of governance in China. This paper analyzes that the Government is leading the emerging civil society in the most typical characteristics in China. And it studies the reasons that the Chinese government plays dominant roles during the development of civil society in China.This paper is divided into six large parts. Introduction section introduces the reasons for the selected topic, the status, the methods and the significance of study. The first part describes the related concepts and theory of civil society. The second part describes the dominant roles of government in the development of civil society in China .And it combs the government-led paths in the growth of civil society. The third part analyzes the reasons that the government plays dominant roles during the development of civil society in china from political culture perspective. And Chinese traditional political culture and long-term ideology of the control are the important reasons. The fourth part analyzes the role in the governmence that the government leads in the development of civil society in China. The fifth part provides suggestions that put forward to promoting the development of civil society in the height of good governance. And this requires the joint efforts of the government, civil society organizations and every citizen. Government provides legal protection system and creates a civic culture atmosphere and civic awareness.
