Disclosure Of Government Information In Administration License

Modern society is an information society. Information becomes important resource. Most information is occupied by government, so people want to access to the information occupied by government for using it in markets. So disclosure of government information based on the people's right to know gets to be a world tendency. In China, we have no law of disclosure of government information, but under the influence of disclosure of government information of other countries, many governments begin to practise disclosure of government information step by step. The system of disclosure of government information has made some progresses to some extent. However, disclosure of government information in practice has a lot of problems, for the lack of scientific theories of disclosure of government information. In a word, the legal system of disclosure of government information has not been established yet. Administration License Law constituted by people in seven years has set down the more particular system of disclosure of government information, to overcome the limitations in practice. But these rules are not complete, for example, the content and the format are not complete, the procedure is not established, and so on. These rules are not enough by all appearances, for the lack of special law of disclosure of information. The article includes four parts. The first part is regarding the general theories of disclosure of government information. The second part concentrates on explaining the rules of disclosure of information in Administration license law. The third part expounds the necessity about setting up the system of disclosure of government information in Administration license law, from the points of theory and practice. At last we make some suggestions for the establishment of disclosure of information in administration license based on former general theories.
