| In the process of modernization, issues concerning agriculture, countryside and farmers is imposing more and more restrictions on its development. Issues concerning agriculture, countryside and farmers have become a problem Chinese have to solve. There is no doubt that the rapid process of modernization demands changes in management of vast rural areas in China . Towmship government ,the smallest managerial unit in China ,plays an important role in solving problems that exist in the county.Therefore,It is necessary that the functions of towmship government should be evaluated and modified. Here are some dynamic analyses of the functions performed by Chinese township government in the process of modernization.Firstly,if we take into account the tendency of Chinese democracy,we will find that towmship government has a negative effect on democracy and autonomy in rural areal because of its stubborn demerits. In retum, its functions have been gradually weakened with the development of rural democracy and autonomy .Secondly, its social status and functions have decreased. Towmship government, which is characterized with over-staff , inefficiency, sperations and etc, not only adds weight on Chinese peasants but sometimes acts against the demand for a united market. Furtherfore its functions have been further weakened or redaced by the commercialization and socialization of public services. Thirdly, in the light of administrative development,the functions of towmship government have also been narrowed down with the renewal of administrative ideals and progress of strategies of techniques.Fourthly,the important and necessity of rural government are becoming less according to historical traditions and foreign experience. In conclusion,the tendercy that towmship government functions inappropriately and weaklier demands that the role of towmship government should be re-positioned and re-designed which is an urgent problem to Chinese towmship government facing the certain future.
