Rural autonomy is seen as a historical process. We should examine its occurrence and development in a specific historical context. The closeness and self-sufficiency of our country's traditional rural society lead to it being an "imaginary foreign country" relative to the state government. There is a natural autonomy" in the traditional village autonomy. This natural form of self-government has established a reasonable power system and value system for rural society, which plays a positive role in the stability of the feudal society.Ancient China tried to incorporate rural society into the ruling system. However, due to the lack of adequate resources and social mobilization and a reasonable mechanism system,it failed many times. The task of "national development" has become increasingly urgent as the situation has deteriorated from the late Qing Dynasty to the end of internal and external problems. In order to advance the "national construction" and"national modernization" and strengthen the ability to absorb rural social resources, the state urgently included "local China" in the system of state power rule. However,as our country's rural society has formed its own unique power system and value system, the so-called "cultural network" is difficult to integrate into the national modernization system. The conflict and game between the country and the country are inevitable. The rural society labelled with "traditional" labels forms a confrontation with the concept of"modern" and thus affects China's modern development process.According to Marx's theory of state, the state is not only the tool of class rule, but also the coordinator of the interests of all classes in society. How to mediate disputes and conflicts in rural society during the process of market economic development has become a new problem that the country urgently needs to crack. The rule of law is seen by today's society as an important indicator of the modernization of the state' s governance system and governance capabilities. With the transformation of society from traditional to modern, the modernization of the rule of law has become a topic of national modernization, and rural self-government and the rule of law have constituted discourse and action with internal conflicts.Under the background of the government's promotion of the rule of law,it explores the role of law in the communication between the "system" and the "world of life" to explore the rationality and legitimacy of legalization of rural self-government.
