Research On The Transformation Of County-level Local Government Functions In The Process Of Agricultural Modernization

As a large agricultural country,the issue of agricultural development is a basic problem that China has been trying to solve for a long time.It relates to whether the problems of agriculture,countryside and farmers can be solved,whether the modernization process of China can be successfully completed,and whether China can achieve economic development,social stability,national prosperity and prosperity.For us,to vigorously promote agricultural modernization and improve the level of China's agricultural modernization is the only way to solve the problem of agricultural development and the problems about agriculture,ruralareas and peasantry.In his series of speeches,General Secretary Xi Jinping repeatedly stressed that "the development of agriculture is the fundamental way to solve the problem of agriculture,ruralareas and peasantry","the modernization of agriculture is the weak link of 'new four modernizations' ","we should focus on accelerating the pace of agricultural modernization".The CPC Central Committee on the formulation of national economic and social development of the thirteenth five-year plan proposal also stressed that all departments should implement the development concept of innovation,coordination,green,open and sharing,and vigorously promote agricultural modernization to achieve the goal of a comprehensive well-off society.Since the reform and opening up,China's agriculture has been rapid development,but due to the weak nature of agriculture and market defects and other reasons,resulting in its still a lot of problems,such as low efficiency of agricultural production,agricultural efficiency of the role of farmers is limited,technology level is not high.So,to vigorously promote agricultural modernization,we must give full play to government functions,to make up for market shortcomings,to solve industrial short board.This article mainly uses the case analysis method,take Shouguang city to develop vegetable industry as the analysis object,through inspects the literature,the theory analysis,to profound analysis the function transformation process of Shouguang city government in the vegetable industry development process.This paper summarizes the inspiration and experience of Shouguang city government in transforming government functions to develop modern agriculture and combines with the new requirements of China's agricultural development during the "13th Five-Year Plan" period to consider how to promote the modernization of agriculture by further deepening the transformation of government functions.For other local governments to change the functions of the government and develop modern agriculture,it can provide some feasible views.There are mainly three parts in this article.In the first part,starting from the Shouguang city to develop vegetable industry,this paper analyzes how the Shouguang city government can transform the agriculture function,realize the agricultural industrialization.Inthe development of vegetable industry,Shouguang government has been constantly changing the government functions,especially the adjustment of government economic functions,which is one of the key factors to realize the industrialization of agriculture in Shouguang City.The second part is from the overall start to sum up the transformation of Shouguang city government functions of the power,the essence,the core,path and so on.The third part is based on the new requirements of China's development of modern agriculture during the "13th Five-Year Plan" period,and put forward new countermeasures to deepen the transformation of government functions,focusing on how to realize ecological development and sharing development.
