The Construction Of A Harmonious Government

Since the important assertion of "constructing socialistic harmonious society" was raised in the fourth conference of the Sixteenth National People's Congress, "how to construct harmonious society" has become the main theme of the strategic opportunity period of China. At present, the Chinese government is in the process of pattern-transferring which aims at improving the government's ability to construct a harmonious society. The traditional government model of China did not meet the requirements of a harmonious society. The government's own harmony has to be improved. Therefore, the government should get rid of the disharmonious elements of the society and its own and make good use of its main effect. Only through the harmonious pattern-transferring can we construct a harmonious government. This concept has great significance not only to making the government system harmonious, but also to promoting harmonious administrative and ecological environment and improving the ability to handle the harmonious government relationships.According to the theories of system and harmonious management, this paper explains the fundamental connotation of a harmonious government in details, and analyzes the elements of harmonious government from many perspectives. In terms of the theory of system, we can view the government as a whole. In terms of the harmonious organization of the government, the ecological harmony of the government environment and the harmonious relationship between the government and the environment, we have discussed the aim and direction of a harmonious government, leading a right way to the construction of a harmonious government. Based on these, we have further and systematically discussed the methods of constructing a harmonious government from the perspective of constructing a harmonious society. We hold that as a complex andhuge administrative system of a country, the organizational, ecological and relational harmony of the government is the result of the interaction of the ideation, management, functions and executive mechanism. Therefore, this thesis explains the cultivation of ideation, blazing new trails of management, the transferring of functions and the construction of executive mechanism from the perspective of constructing a harmonious society. In fact, a perfectly harmonious government is out of the question. So we have to choose a government inferior to the perfect one, that is, a somewhat disharmonious government. It gets ready for improvement at any time and tries its best to be improved. The process of constructing a harmonious society is also that of the tendency to harmony from disharmony of the government.
