China's Peaceful Rising In The Perspective Of International Relations Theory

As a developing country, China's rising is inevitable and attractive. More and more people are eager to study whether China can rise peacefully. As a try, this article bases "China's peaceful rising "on international relations theory and tries to probe the possibility, which results from reasons of levels of structure, units and process among units.At the level of structure, power structure, institution structure and culture structure provides an environment where China can rise in positive or negative ways.From the perspective of power structure, "Mutual Assured Destroy" is a limitation of Hobbesian anarchy. Such international configuration as "One Super-power and Multi-powers" ensures China's peaceful rising. From the perspective of institution structure, international institutions provide normative guarantee for China's peaceful rising. From the perspective of culture structure, contemporary prevailing Lockian anarchy shapes China's rising, that is, China's peaceful rising.At the level of units, China's national characteristics, leaders' strategic ideas and changing international role promote China's rising in the nature of peace. China is a socialist country, a developing country, a not-wholly-united country, which determines that China's rising way is pacificatory. China's leaders' strategic culture prone to cooperation provides a personal guarantee for China's peaceful rising. China has played an active and constructive role in international relations, which is different from before.At the level of process among units, the factors which influence China's rising most are the relations between China and other great powers, especially America. Now and in the near future, the relations between China and the hegemony-America, Russia, Europe, Japan are prone to be benign. Such well-developing relations gear up China's peaceful rising.
