To develop socialistic democracy, the first thing is to organically unify the following three insisting: insisting on the leadership of the Party, insisting on the people's rights of mastering their own affairs, and insisting on the institution of running the country according to law. In the course of accelerating rural democratic construction, the Party should be the leader. In other words, the Communist Party of China should play the core role in rural democratic construction, which is determined by the essence of socialism and the reality of Chinese modernization, thus being fundamentally crucial. The leadership of the Party fundamentally guarantees the peasantry's master position in dealing with own affairs. In rural democratic construction, without the leadership of the Party, all the principles and policies made by the central government could not be truly implemented, nor were those concrete measures made by party committees and governments of varied levels.
