The existence of vulnerable groups is one of the social phenomenon in any age and society and the central issues to which the government and the scholar have been paying close attention. Generally speaking, vulnerable groups appeared with the social and economical transformation, especially the youngster vulnerable groups whose vulnerable situations that have been taking tremendous pressure to them and influencing their sound in body and mind are decided by some object elements not by themselves. Seeing that, government should strong the policy security, enlarge financial support and build the benefit environment for youngster vulnerable groups;family and school should strong the ideological and moral education support net, perfecting their own work and showing solicitude to them;the hole society should build the social support system together, then promoting individual's ability of self-support, so that We could vindicate their human dignity and protect their wholesome development.
