In the past 20 years, a large number of Non-Governmental Organizations (NGOs) sprang up in many countries around the world, which is called by many scholars the global"association-forming revolution". This article studies the functions and route to be chosen as one of the Chinese NGOs in the transformation period of the society.In the first part, this article gives an introduction to the concept,characteristics , advantages of NGOs, and correlative theories, and then it introduces the NGO's development and current situation in China . It analyzes how the transformation of society offers new political , economic , legal environment for NGOs ,both internally and externally. While dissertating the functions of NGOs, the author attempts to discard traditional approaches discussing in general functions of NGOs', but tries to make further expansion, clarify the functions of NGOs different fields during the transformation period , and discuss mainly it's two major functions in accelerating social development and the reform of the government;Meanwhile, this article also points out the main problems of NGOs in the transformation period:the indeterminate circumscription between NGOs and government organizations , misplaced the organization goals, undivided functions of community and politics; the lapsus in management and difficulties in operation caused by double management system; the low level of NGOs'internal management, weak survival ability, and the limited ability in mobilizing resources; deficient management evaluation mechanism in NGOs'; low level of legalized management of NGOs'.While discussing the future development trend of Chinese NGOs in transformation period, the author suggests that NGOs set up good inter-dynamic relations with governments, establish effective communicative channels and communion mechanism, try to construct a new mode of cooperation between government and society .The proposed solution can be simply described as follows: let NGOs play their roles on the things that the government are unable or unwilling to do, sufficient mandate and support from the government; on the things that both the government and NGOs can do, let NGOs give full paly of their roles; leave the government only to with things that beyond the powers of the market or the NGOs. Based on both theory and practice, a new conception is"put forward that the trinity of governments,enterprises and NGOs, should cooperate actively with each other and promote the harmonious development of the society".
