Continuous advance of human society and sustainable development of economy, objectively requires the changes of the growth mode and the development patterns. In such circumstances, the recycle economy has become the only way for the development of human society.The direct purposes of our country's promoting the recycle economy development are to "protect the environment, conserve resources, and promote the development of economy ", which decides that the main bodies to promote the recycle economy development should include the governments, enterprises and the public. Thus, it will become necessary reasonable for the recycle economy legislations to arrange the governments, enterprises and the public to undertake their respective responsibilities.To develop the recycle economy reqires the whole society to use resources by frugal ways, to produce and consume by environmentally friendly ways, to make every effort to produce no or less wastes. It aims at realizing more economic and social efficiency by as far as possiblely lower costs of resources and environment, so as to fundamentally solve the problems of the resources drying up and environmental pollution, hoping to achieve a coordinated development between economy, society and the environment. Now, recycle economy has already gradually expanded into a comprehensive concept, including the following mutually related aspects -- cleaner production, resource conservation, green consumption, wastes re-use, environmental protection and so on.The recycle economy takes highly effective use and recycling use of resources as a core, takes "reduce, re-use and recycle" as the principle, and takes low consumption, low discharges and high efficiency as the basic characteristics. It is an economic growth pattern which conforms to the sustainable development idea.
