Traditionally, government procurement belongs to national financial management. However following the rapid increase of the globalization and the international trade, it has entered the field of vision of international law. Furthermore, government procurement is not only the simple purchasing behavior of government, but also a behavior with political and economical meaning. It has important impacts to the development of all countries. As the puny group in the world trade, the less developed countries must regard the government procurement as an important part.This paper is divided into four chapters. In the first chapter, analysis of the background and the development is made. The author tries to conclude the relationship between government procurement and the countries'development. GPA prefers to the developed countries from its birth. There are some articles seemed to treat the developing countries differently in GPA, but in fact they haven't been actualized. As a result, the most of the less developed countries are still out of GPA. They need to protect the weak domestic industries. However, these countries did not benefit from it. By contraries, they suffered a lot for their faulty government procurement system. Thus it can be seen that, building a better international government procurement regulation is the best way to resolve these problems.
