Research On Local Government-synergy Mechanism Of Waterallocation And Governance In Developed Countries

At present, the problem of water resources cross-regional allocation and management in transboundary basins of our country is more and more serious, it is particularly important and urgent to establish and improve the local government-synergy mechanism. In this respect,developed countries accumulated much valuable experiences as a result of modernization that they launched earlier, and also because of they have paid much attention to river basin governance and environmental right earlier. It is worthy of our learningThis article based on principles of Marx doctrine, through synergy theory and regional public administration theory, analyzes local government synergy mechanism in the river basin governance from three aspects: bureaucratic synergy mechanism, marketing synergy mechanism,Self-government synergy mechanism?Through the analysis of its major form, this paper will reveal the deep reasons of the formation of local government synergy mechanism.Though the analysis of current domestic problems existed and basin's governance situation, this paper analyzes the feasibility of the local government synergy mechanism transplanting. At last, this paper proposes reasonable suggestions for our country through summarizing the advanced experience of developed countries.
