Developing And Managing Of Whenzhou Police Power Resource

As a component of human resources, the police power refers to the comprehensive ability of police's controlling the public order. It is the total abilities of the police to give play to its own systematic power, to strive for all kinds of external power and to maintain the security of our country and the stability of the public order. Police power is also the decisive factor that is of vital importance to whether the public security organs can function normally or not. It affects not only the sustainable development of the public security organs but also the lasting political stability of our country and our people's living and working in peace and contentment.Taking basic conditions and present situation of Wenzhou police power resource as a point of contact, this paper deeply analyses the problems and shortcomings in developing and managing the police power resource. It mentions that, through scientific management, the police power resource will be efficiently developed and used. The paper points that the inadequate police power includes not only the numbers but also the quality, systems, mechanisms, management and ideas, of which consist of the integrity of the intensity of the police power. The author briefly introduces some essential theories and then analyses the current situation of Wenzhou police power resource and the existing problems in developing and managing. According to the current situation, the author puts forward some countermeasures to solve the problems.This paper can be divided into four parts: the first part briefly introduces the concept of police power resource and the current situation of Whenzhou police power resource; the second part analyses the problems in developing and managing Whenzhou police power resource, such as, the dim awareness of management, the insufficient obtainment and preparation, and the inadequate management and development and so on; the third part presents some advanced acts at home and abroad on reforming local police power and improving the public security organs' ability of controlling the public order. According to the problems mentioned above, some methods on developing and managing the police power resource are presented as follows: Such as we should improve the efficiency of using our police power resource, using optimizing the distribution of police power resource as a point of contact. we should foster the concept that "human resources are the first resource", attach importance to exploiting people's potential. we should improve the management and encouragement mechanism of the public security contingent, using "the guidance of internal customer" as a support.
