Since the new century,with the social trasformation speeding up,the adjustment of intrest patten speeding up, illegal crime rising,people’s expectation towards the law enforcement of police rising up,complicated social developing situation and the severe law enforcement enviorment makes a new challenge for traditional police personnel management. then it makes sense to do the research on how to optimize the distribution of police resource to fit in with the needs of new situation.This article can be divided into five parts:Part Ⅰ:some central concept and Historical evolution related to allocation of police resource,the elemental form of the allocation of police resource.Part Ⅱ:the introduction of the development of the organization,the arrangement of police and the policing operation model in cangnan public security bureau.Part Ⅲrthe problems of the allocation of police resource in cangnan public security bureau:the efficiency is low,the policing operation model is unreasonable, police selection mechanism is not perfect,the policing operation guarantee Is inadequate.Part Ⅳ analysing the reason for the problems of the allocation of police resource,one is the lack of delicate policing potency sence,the other is police management’s weak foudation.Part V:this part is the most important ofall.it point out the way out for optimizing the distribution of police resource on the basic of the analysing of the reasons is as follows:rearrange the police resource,develop police personnel resource management ability,tap social police resource,innovate policing model, adhere to strong science and technology police,improve police education training mechanism,improve evaluating and appraising mechanism.Taking the distribution of police resource in cangnan public security bureau as the subject in study,on the basic of the theory of improve without growing and human capital, studing on the present situation of cangnan public security bureau to find out the reason of the problems in distribution of police resourse could be the lack of delicate policing potency sence and police management’s weak foudation,then pertinently point out the way of optimizing the allocation of police resourse.
