The Research Of Chinese Government Credit And Its System Construction

Credit is the contract relationship in substance. It means gaining reliance by carrying out promises. Government credit has the same connotation: it reflects the contract relationship between the government and the public and Governments have the obligation of putting promises and contracts into practice.Having a long history of democracy, western countries, such as the USA, are relatively mature in government credit system construction, whi le Chinese government credit only caught people' s attention in recent years. Because of lacking of historic democratic tradition and confined with current developments of economy, politics and culture, Chinese government credit system hasn' t been built up yet, which leads to the activities of breaking its own words. As long as the social development and China' s entry into the WTO, under the requirements from both domestic and external environments, it comes to be a real problem that how to set up the Chinese government credit. As far as the writer' s concerned, the key to this problem is to build a series of effective government credit system to constrain its affairs, for credit system has rigid character. On the basis of this, the writer organized the research of Chinese government credit and its system construction.This paper is divided into five parts.The first part illustrates the background, status in quo and meaning of this research.The second part defines relative concepts and explains theories. Primarily, introducing the origin of credit and then bringing the concept of government credit. Next, pointing out four theoretical logic hypothesis of government credit, defining the concept, character and status of government credit, so as to offer theory support for government credit construction.
