Civil Participation In Executive Decision

Civil Participation in executive decision is essential in the scientific and democratic decision-making of the government. Public opinions are necessary in policy-making; executive decision needs civil participation. The development of socialist market economy and the progress of the reform of political system make civil participation in executive decision a key in the construction of the democratization of politics. This article explored both the eastern and western source of the theory of civil participation in executive decision. Then we introduced the progress of civil participation in executive decision in our country. In this article, the relation between government and citizen society is analyzed to find the possibility that civil participation can ensure the democratization and scientific executive decision-making to be democratic and scientific. After explaining of the specific intension of civil participation in executive decision, this article discussed the benefit of citizen and that of government as well as the internal impetus of the civil participation in executive decision. Civil participation in the executive decision has been developed significantly in our country, but it still need to be improved. Based on the current situation, especially the deficiency, of civil participation in executive decision in our country, with the analysis of some examples, this article pointed out that i)the economical and cultural conditions and the political system limit the progress of civil participation in executive decision in our country; ii)the negative effect of tradition of politics and culture affect adversely the civil participation in executive decision in our country; iii)lack of impetus in reform of executive decision-making policy and insufficiencies in construction of media of civil participation obstruct the civil participation in executive decision; iv)the low ability and education level of citizen in politics and culture also restrict the civil participation in executive decision. The example of civil participation in the city planning of Boston is analyzed to find useful ideas for reference by our country. Finally, this article systematically provided the methods to promote the progress of civil participation in executive decision. These methods include to create the idea of democratic and scientific executive decision-making, to construct and improve the law and institution of civil participation in executive decision, to develop more information resource of executive decision-making and promote the progress of e-government, and to construct a response system between government and citizen and to encourage civil participation.
