The imperfection of flight cadets'human qualities results from the educators'dated conception, the unreasonable course establishment, the distempered systems. In the information war, the pilots should be capable of not only knowing well the high technique equips, but also handling the antinomy and conflict among their rationality, emotion and willpower, which is exactly the purpose of human quality education. According to the modern medicine, the modern health conception and the modern personality types, in the new period, the construction of flight cadets'human quality should be made up of thought, moral, law, psychology, individuality, administration, aesthetic. As the course system is the educational core, the course construction should diversify and elasticize, the course setup should adopt the mode of three dimensions: core course, correlative course, intersectant course. At the same time, the integration principle, the combination principle, the subject principle, the multiplicity principle and the opening principle should be incarnated during the education practice. The education administration is the key and the guarantee, the purpose of the administration is to conform the human education resources, to guarantee the quantity, and to set up the new teaching administration mechanism according to the level administration and the system administration. As a feedback and regulation system in the education practice, the education evaluation can form a circulatory system through the targets, the practices, the appraisement, the targets to reform continuously and strengthen the actual results continuously.
