The Research About Technical Choice In The National Defense Science And Technology Development

It is an important strategy question that how to develop the science & technology of national defense, and the technology choice is the key factor in the development of science & technology. In this paper, the author will analyze the function of technology in the view of systematology.First of all, the paper focuses on the processing and systemic characters of technology, and brings the system analysis into the study of the science & technology of national defense and its development. Based on this, the paper gets the result that the technology choice is an important factor in the technology development, and establishes the general pattern of technology choice. Also, the paper analyses the main questions of technology choice in the development of national defense's science & technology.Then, based on the concrete problem, the paper studies the technology choice questions in the development of basic technology and applied technology of national defense, and summarizes the technology choice strategy in the development of weaponry.Finally, the paper analyses the technology choice question in the development of especially significant technology project, combining with cases. In the result, the author thinks that the technology choice is the mechanism of the technology system evolvement, and that the systemic analysis of technology development is the only way to make right technology choice. Therefore, when solving the technology choice question in the development of national defense's science & technology, we should consider not only the concrete question, but also its characters of development and system. So that, we can analyse the questions of technology choice in the system technical view.
