Qian Defense Technology Development Strategic Thinking

Tsien made historical contributions to the establishment and development of rocket, missile and aerospace projects of China, for which he is honored as "Father of Missile in China". At present, there are lots of articles about Tsien's contributions to the aerospace project, but for the analysis and summarization of his ideas of national defense developing strategy, there is none. Aiming at promoting the development of the national defense developing strategy research and providing some constructive advice to the national defense developing strategy and the management of scientific research in our country, this thesis analyzes and discusses Tsien's ideas of national defense developing strategy and its characteristics and inspiration.On the basis of briefly reviewing Tsien's experience of and contributions to the aerospace technology in our country, this thesis gives an explorative summarization of his ideas of national defense developing strategy for the first time. From the aspects of politics, military affairs, science and technology and ideology and culture, the thesis analyzes the forming background of Tsien's ideas of national defense developing strategy. Then it summarizes his ideas from four sides of military systems engineering, management of big science with Chinese characteristics, development of top technology of national defense and versatile talent of science and technology, which claims that Tsien's ideas of national defense developing strategy have the prominent features of far-sighted programming, independent development and systematic management. The thesis also brings forward the inspiration of Tsien's ideas of national defense developing strategy to us: the first one is to give prominence to the strategic keystones and develop high-tech weaponry, the second is to assimilate the successful experience of aerospace project and develop big science managerial model and the third is to advance the construction of "five troops" directing by the idea of "versatile talent of science and technology".
