An Analysis On Social Insurance Of The Aged For Rural Areas

In China now,peasants mainly depend on their families when they are aged, undoubtedly, which is ensured by their basic production-land. However, at present, China's countryside is facing such increasingly serious problem as rapidly accelerating aging, the weakening of both their family functions and their land-protecting. A perfect social insurance of the aged for rural areas plays an important role in social stability, rural development and solving aging problem.And it also implys in inbuilding socialist new countryside. There are two parts in the project of building the social insurance of the aged. On the one hand, we should improve the family supporting system. On the other hand,we should improve the rural pension system. And the latter is the key measure in solving the problem of rural aged supporting in modern society.Our country used to have a test to establish rural pension system in 1900's. Now a new type rural pension system works in Beijing and other areas, and the legislation of rural pension system is the most important work.We should establish two levels:the center and the localities. Drawing up the Law of'Old-age Insurance in the countryside" by the Committee of China National People's congress is the most important part in central legislation, which may work as a basis for the law system of rural pension.The contents of the Law of'Old-age Insurance in the countryside" should at least include the principles, the spectrum of applied objects, the raising of insurance fund, and so on .At the same time ,the local legislation should be formulated in the light of local condition.This paper has a specific study on the construction of rural...
