Regional Funding Programs Of Rural Social Endowment Insurance

The endowment insurance system for urban workers has just been established and has been gradually improving to perfect it. However, the social security system for the enormous aging population in the vast rural areas is another story and so nowadays more and more concern has been shown in this respect. Fund-raising, which is one of the key factors for implementing the system, has become the focus of public attention.In this paper, some major programs home and abroad for raising old-age pensions have been analyzed, particularly the fund-raising section in the executive order the social endowment insurance program for county villages and its positive role and its flaws after a study of relevant background information and the significance concerning the rural area endowment insurance. Thus three proposals on the matter dealt with have been set forth. Firstly, the endowment insurance program should first be made mandatory in rural areas with a comparatively prosperous economy and a comparatively dense aging population to guarantee the basic cost-of-living on a fair and multi-channel fund-raising basis. Secondly, the funds needed for the program would be raised through special foundations in which the government, the collective and the individual would be the main contributors in the program with the role of family help and the gain from the cultivated land to supplement security funds. And a balanced model of fund-raising for the rural endowment insurance program could be set up when the target, value are determined. Thirdly, with the choice of a suitable parameter, a simulated program for operation is set forth on the basis of the actual conditions in Zhejiang province with the purpose of providing some references to the authorities in government departments and in some special areas.
