The Institutionalization Construction Of Responsibility Claiming And The Moral Independence Of The Administrators

The outbreak of several large accidents such as the gas-well blowout in Kaixian County of Chongqing Municipality and the Zhongbai Department Store Fire Accident in Jilin Province aroused the storm of responsibility claiming system. It also stimulates people to conduct serious consideration and exploration of responsibility-claiming system. Unlike in ancient times, the responsibility- claiming system in modern China does not mean to be responsible for the autocratic monarchy, but for the general people, or it is the public responsibility aimed at meeting and realizing the social and public interests or demands. Because of this, people believe it is the responsibility of the government and its staff to provide the public service and to guarantee the service quality. The issue of what level of officials should bear the responsibility; in what affairs should they bear the responsibility; what type of responsibility should they bear and what procedure may be adapted to claim their responsibility should be the focus of the exploration and practice. Meanwhile, it should be clarified that due to some reasons, there is always a gap between the actual capabilities of the government to provide public service and the practical needs of the society for public interest, thus the responsibility-claiming system should accord with the objective reality.
