Since the 1980s, the reform of a market-oriented public service is the world's central theme of administrative reform and the popular reform strategies, which obtains the significant results of the reform in practice. Since the 1990s, our government faces the fiscal pressure, redundant construction and inefficiency, so our government tries to carry on the reform of a market-oriented public service. Objectively speaking, since the reform, Chinese government strives in market-oriented public service aspects of a series of useful exploration. The last 20 years, the government try to break the traditional monopoly in public service-supply, not only bring in the marketed and social forces, but also deepens and innovates the content and forms of the reform. However, China's market-oriented reform is largely different from Western developed countries on the basis of most aspects. Most of the Western developed countries have a high degree of maturity of civil society, and a highly developed market economy, but many conditions are not mature in China, because of the Political, economic, cultural and legal factors, which seriously hold back the market-oriented reform. Therefore, we must consolidate the present achievements of the reform, deepen the understanding, and find out the problems and promote the market-oriented reform.
