Study On Status And Policy For Promoting Cleaner Production

Cleaner production has been disseminated worldwide quickly as a trend of environmental protection and realized as a turning point of environmental strategy from passive reaction to active action after it was raised in USA and some other developed countries at the end of 80's. Pollution control system has many limitations, it consumes huge energy and resources, but still can't solve the global environmental problems we are fecing now. However, cleaner production can solve the sustainable and harmonious problems of economic and environmental development as it focuses on source reduction. In China, cleaner production is the certain choice and double-winning strategy to achieve the goals of sustainable development. Cleaner production should be promoted by legal regulation in China. This paper is divided into four parts: the introduction of the origin and development of cleaner production; analysis of the basic theories to regulate cleaner production; comparisons with cleaner production strategy between China and other countries; description on some specific and general obstacles and recent situation in China for implementation of cleaner production and the suggestion on legislation and policy for promoting cleaner production.The first part introduces the background of cleaner production, and gives us the concept and purpose of cleaner production, cleaner production means, by continuous adopting measures to improve designing, use cleaner energy and raw materials, introduce advanced techniques and equipment, improve management and make comprehensive use of resources as well as other measures, to reduce pollution from its source, increase the utilization ratio of resources, reduce or prevent the generation and discharge of pollutants in the course of production, services and use of products, in order to alleviate or eliminate harm to human health and the environment.The second part is analyzed the basic theories to regulate cleaner production: the sustainable development strategy, the technique basis; the incentive mechanisms, including prohibiting mechanism, advocating mechanism,...
