Study Democratic Deliberation From The New Angle Of Public Choice Theory

The Democratic Deliberation institution born in Wenlin, ZheJian pronvice is a kind of democratic activities which focus on "deliberation". It refers democratic decision-making, democratic management and democratic supervision, so that it is a innovation for local democratic politic which has local feature, making a remarkable democratic meaning. In our country there are also some researches in this field in the academic circle recent years, and the results are inspiring.In this paper, we review the theories and practices of Wenlin Democratic Deliberation. On this basis, we try to study the Democratic Deliberation institution from the angle of Public Choice Theory. The relative theory of Public Choice is firstly introduced, such as supposing with economic people, analysis of non-market, government failure, politic chang, Arrow's Impossibility Theorem and constitution economics. And with them, we investigate the motive mechanism, the operational mechanism,cases and shortcomings of the Democratic Deliberation by means of the literature analyses. Then we got six conclution:(l)The Democratic Deliberation is basis on supposing people national and making the best choice just under fully information.(2)The core of The Democratic Deliberation is to solve the balance of government official and citizen benefits.(3) fully information exchanged is benefit to avoid government- offial's moral danger.(4)the cost of supervising officials will be down when the course of government decision-making is openly raised.(5)govemment decision-making that brings the most public benefits should take better effects.(6)The performance appraisal standards of The Democratic Deliberation is decided by the biggest public benefit reached and the citizen satisfied with.Finally, we make a performance appraisal on Wenlin Democratic Deliberation with those conclusions.the result proves that Wenlin Democratic Deliberation is effectable, the government organize reasonably ,the procedur is suitable ,people are took part in actitively with satisfied. However, as one form of the local democratic policy,the efforc of Democratic Deliberation is affected by such factors as government attitude,subject, way of decision and representatives of the speakers. So we should take contitune efforts to complete the content of subject, the quality of people who enjoy, information fair and institution establing, that it place important role in the country democratic politic for Democratic Deliberation.
