On County-level Government Decision-making And Its Optimizing From The Respective Of Public Deliberation Theory

Government decision-making is a dynamic process, and also a main mean of government administration, in this process government agencies solve public problems, achieve public goals and promote the public interest. At the same time, government decision-making is a high-risk activity, it relates whether we can achieve government goals and people's interests. Based on this, Government decision-making has always been one of the core subjects of public administration. As an important level in China's government system, county-level government is a link of central authorities and basic level, towns and villages, macro-economic and micro-economic. It plays an important role as connecting link between the proceeding and the following. County-level government decision-making relates the implement of central authorities, province and municipality policies directly, and also relates development and progress of various county affair. It can play into the hands of coordination of urban and rural areas, sustained and healthy development of county economic and community and building well-off society comprehensively.Along with the deep development of the socialist market economy, Chinese society is undergoing profound changes, since the reform and opening up. Economic grows rapidly, science and technology make rapid progress, the pace of people's work and life is accelerating, new sciences and new fields appear one after another, society and economic become more and more complex, the structure of the community interests is differing and reorganizing, all these situations expand the scope of county government administration greatly, and bring new demands and challenges to the county government decision-making. How to deal with complex decision-making environments, promote scientific and democratic decision-making, is an important question that needs county government answers.As a new west democracy theory in the late 20th century, public deliberation has a basic function that makes all parties deliberation as a decision-making mode, this mode can absorb the public that have interests relationship to the policy into decision-making process, help form policy consensus and safeguard public interest through the free and equal exchange of information and deliberation debate. So, using the theory of public deliberation to study the optimization of county government decision-making, without doubt has great theory value and practical significance.The whole thesis divides into one introduction, four main parts and one end discuss.The introduction is about the origin of this study and the explanations of the relatedissues, it briefly analyzes the origin of this study, describes and comments currentresearching literature, delimits the core meanings, at last briefly introduce method,perspective, frame constructer and innovation.The first main part looks back the history, it uses historical analysis method to sum up the evolution of public participation in county government decision-making.The second main part inspects current situation, it uses the studying method for substantial evidences, lists the public deliberation case of Wen-ling and Qin-yang, and provides the practice basis for the paper.The third main part analyses problems, from the respective of policy process it describes the lack situation of public deliberation in county government decision-making, and analyses its reasons and influence, orients the problem for this paper.The fourth main part puts forward countermeasures. Based on the theory of public deliberation, it provides workable proposals from many aspects and angles to make superior county government decision-making.The last part is concluding remarks and prospect. On the basis of the front parts it discusses the prospect of public deliberation in county government decision-making.This paper seeks to achieve the following innovations: firstly, it studies county government decision-making from the respective of public deliberation, the respective has great innovation; secondly, it uses historical analyses method to research the evolution of public participation in county government decision-making after the founding of the PRC, to a certain extent supplements some contents about public participation in government decision-making, this issues has certain innovation; thirdly, in the practice study part, it dig out Qin-yang's case about visits from the people, provide the vivid materials for the related research, it has certain innovation in material aspect; fourthly, in the process of using public deliberation theory to seek the optimization road, it proposes to reshape the role of government, county government constructs cooperative relations with the public, and to delimit the related public rationally, county government shares the power of decision-making and so on, these are not only workable, but also have great innovation.
