The Policy Analysis Of Government Purchase Home Pension Services

"Elderly support by the society at home" is a form of elderly support. In this form, it is at home that community providing services to the aged. Consistent with Chinese conditions, the new form takes the family as the core, community as the prop, the aged day care, life care and spiritual consolation for the main content, the in-home and community day-care services as the main form. "Government purchase services" refers to the social services departments, which purchase direct social services through government financial allocations to the various social service agencies or public bidding, in order to perform social service functions. It is the behavior to achieve maximum effectiveness of the government's financial and the new trend to change the public service functions into the public service socialization.In March 2005, the government of Haishu District in Ningbo City made a decision to promote "government purchase home pension service" model of this new pension services in all of 65 communities. This model is funded by Haishu District government, which purchases in-home pension services from the non-profit organizations - the Xingguang Association of Haishu District. The community implements the attendants ,who tender for more than 600 senior citizens everyday.Based on the social welfare theory, government functions transformation theory and non-profit organizations theory, this article gives an empirical analysis to the policy of Haishu District government purchase home pension service in Ningbo City. Firstly, it analyses the internal and external policy background and points out the policy process such as the policy promulgation, content and operational mechanism. And then, it assesses its economic and social benefits. Finally, based on the advantages and disadvantages of the Haishu District government purchase home pension service, it puts forwards the policy suggestions to improve the government purchase home pension services.
