Research On The Problems And Countermeasures Of Government Purchase Home-based Care Services In Gulou District Of Fuzhou City

With the acceleration of the aging process of our country, the pension problem is also becoming more and more serious. How to solve the serious pension problem has become a problem that our government has to face. As a social problem, the government has the duty to solve it. However, by the actual conditions of the constraints, it is difficult for China to bear the duty of pension problems as some western countries. In order to solve the pension problem, and make full use of the government and the society, some districts of China have gradually begun the practice of government purchase of home-based care services, the Gulou district of Fuzhou city is one of them.This thesis starts with the research of the government purchase of home-based care services in the domestic and foreign countries, and then explains some of the concepts and theories and role to prepare for the next. The main body of the thesis is the practice of the government purchase of home-based care services in the Gulou district of Fuzhou city. Through some theoretical research of government purchasing public services applied to the the practice of the Gulou district of Fuzhou city, some problems are raised from several aspects, including the fund, the purchase way, the contract management, and the supervision and evaluation. After that, from the three aspects of the concept, the legal system and social organizations analyze the causes of the problems. Finally, combined with the successful experience of government purchase of home-based care services in other districts, from the five aspects of changing the traditional ideas, protecting financial supply, improving the legal system, standardizing social organizations, strengthening the assessment and supervision to improve the practice of government purchase of home-based care services in the Gulou district of Fuzhou city.
