Government purchase is well known as an innovation way for government toprovide low cost and high efficiency service. With the in-depth implementation ofgovernment purchase， there are a series of problems revealed. To avoid and solve theseproblems， the performance management of government purchase emerge at the timesrequire.This paper analyses the practice situation of government survice in Guang DongProvince，which based on other’s documents and the real cases in Guang Dong. Elderlysupport by the society at home is a way for elder people who can stay at their own homeand enjoy the service from government. By this way，government use in-door andday-care service as the main form to provide services. Through the in-depth analyze ofthe practices in Guang Dong Province， the paper finds the importance of performancemanagement in government purchase service. It discusses western countries’government purchase service and performance management to arrive a conclusion aboutthe advantages of those countries; at the same time， it analyze the development ofgovernment purchase and performance management; and combine these theory with thepractices of government purchase service and performance management. The papergives six advices for Guang Dong Province to make law.The paper aims at finding the advantages and disadvantages of Guang DongProvince about government purchase service and performance management， so that itcan be a guidance for further practice in Guang Dong Province as well as China.The paper has the following contribution in government purchase and performancemanagement of Guang Dong Province:To begin with， it states use the tool——Balance Score Card(BSC) in GuangDong， and make some amend to BSC and its index to let it completed satisfy thepractice of Guang Dong.Following that， the paper introduces Activity-based Cost(ABC) to the system ofperformance management budget. ABC can efficiently collect and trace every cost， sothat it can reduce some unnecessary cost， and avoid waste.Furthermore， the paper states to make laws about the frame、procedure、 assess system of government purchase. Using laws to conduct government purchase.At last， use the system of feedbacks to supervise every work of government， andmanagement the results. The paper calls for make laws about the supervise mechanism.There are still some defects of the paper， which can be way for further study:Firstly， the paper not combines the BSC with the practice of Guang DongProvince and make specific index.Second， the paper not states the explicit and detail way to use ABC.
