This thesis mainly analyzes the development of comprehensive social control ofpublic order and its legislation in recent twenty years. After introducing the history ofcomprehensive social control legislation, it makes comments on the process, pointsout the achievements and drawbacks of the legislation, and looks forward into thefuture.There are three chapters in the thesis.The first chapter shows the background of comprehensive social control ofpublic order and its legislation, including the emergence of the idea, the operation ofthe work and the legislative setting. The whole system originates from the theoreticalbud and is gradually considered to be the basic measure of public order control.Chapter two is about the legislative development of comprehensive social controlof public order. Considering the broad sphere of the work, the author tries to analyzeit concretely by these six basic steps: attack, prevention, education, management,reform, and construction. Then, a simple comment is made on the achievements anddrawbacks of the legislative process. As for the selection of the materials, the authorrelies on the documents derived from the central government, including the law madeby the NPC and its standing committee, the statute stipulated by the State Council andthe administrative rules made by the ministries and commissions directly under the State Council. Such work needs both the entire disposition of the central governmentand good implementation of local authorities. As a result, the local legislation and itsoperation are also taken into consideration in this thesis.Chapter three concerns the rethinking of the legislation process of comprehensivesocial control. It includes the evaluation on the legislative fruits, and the shortcomingsas well. For example, the laws and statutes are too general or vague to operate. Finally,the thesis points out the direction for its future development.
