In the 21st century, with environmental problem being focused by the people gradually, people pay attention to the pollution prevention and control. Law on the prevention and control of pollution is one of the most effective measures which protect and meliorate the environment. Law on the prevention and control of pollution have been the most promising law branch since World War II because environmental crisis came into being and deteriorated and people realized the environmental problem profoundly. Although environmental law is not limited to the law on the prevention and control of pollution, the environmental pollution is the most pungent and outstanding problem. It is essential to establish and perfect environmental law which plays an important role in guiding people's environmental behaviors. The development of Law of EU on the Prevention and Control is in the specific epoch which is characteristic of salience of environmental problem, global information in EU and the form of conception of sustainable development, so Law of EU on the Prevention and Control of Pollution accordingly incarnates development direction and characteristic of modern environmental law in some specific domains. In order to control and prevent pollution effectively, legislation on the Prevention and Control of pollution is self-contained. It integrates law system and law norms and provides us with valuable reference. The legislation development of Law on the prevention and control of pollution in our country is beyond other branch laws from 80's in the 20th century. Just as professor Qu Ge-ping said, China has basically finished legislation task concerning controlling environmental pollution on legislation programming. But we can not neglect the fact that environmental safety is threatened in China. The one of main reasons is that the existing law on the prevention and control of pollution has its own defects. It's necessary that we should absorb the elites of EU and establish the system of law on the prevention and control of pollution which accords with the requirement of sustainable development in order to achieve the harmonious development of environment and society. According to analyzing the defects of Law of China on the Prevention and Control of pollution, the thesis offers proposals f on basic of drawing from advanced experience of EU.
