Thinks On Laws Of State-Owned Forest Region Organizational Reform In Heilongjiang Province

Balances of the human and the natural development are the important contents of constructing a harmonious society. Among this, the forest resources are the important resources we live by. Heilongjiang Province is one of the forests provinces in China, the Heilongjiang forest region plays the vital role in the ecological environment construction, the timber production and the national territory security. Currently our country enters the recent development stage of building the well-off society in an all-round way, and speeding up the advanced socialism modernization, we will enhance the civilization society with the growth of production, an affluent life and a sound ecosystem. But at present Heilongjiang state-owned forest region has all sorts of malpractices on administration system, management system and restructuring by law, such as without a clear line between the functions of the government and enterprises, government's orders not identical , the slow transformation of the government functions , planned economy color thick, the fuzzy relationship between ownership and operations and so on, all this restricts the reform and open policy ,the ecology construction and the improvement of the standard of living;The administrative personnel and the common people in the forest region show their weak view on law do not abide by the law, do not enforce the law strictly . Therefore, the Heilongjiang state-owned forest region must speed up reform. This reform must take the ecology construction as the center, establishes administrative system and the management system adapting to the socialist economy market and conforming to the forestry characteristic. This reform must transform the way of government and the function of management in the forest region, perfect the decision-making mechanism in forestry administration, and deepen administration examination and approval system to provide the essential external condition for the industrial development. We must consummate the reform of the forestry classification management system, implement the reform of the forestry property system and the forest management, advance the necessary relative regulations, and develop the non- public ownership forestry economy system vigorously. The market economy also is the economy governed by law, in order to carry on the reform smoothly;the government by law must be strengthened to enhance the construction. Forestry historical transformation and reform, also brings a series of profound contradictions between the loss and the benefit inevitably. In order to carry on the reform in the forest region smoothly, the entire process of reform must be brought into line with the government by law. The government must strengthen the legislation vigorously, perform its official duties according to law, advance the comprehensive administration, govern the forest legally, establish relative administration system and strengthen the surveillance and the responsibility system.In the reform, through the education of law and the propaganda, it enables to obtain the quality of the common people and the cadres.
