A Study Of Managerialism In Public Administration

In recent years the managerialism in public administration is the most popular fields of study, including a lot of controversy,how to define the concept in itself is worth an in-depth study. The text thinks that the managerialism in public administration of specific values and knowledge systems. Management methods and specific measures are external manifestations, and its core is the value of pursuing supremacy efficiency. In addition to the overwhelming expression of it in the new public management reform, its characteristics can be seen in each historical stage of public administration. In a certain sense, the managerialism in public administration can not be avoided due to its duality, namely democracy and the business management. But they are not totally coordinated,the public administration is fundamentally democratic part of democracy politic, and the management services democracy. The excessive preoccupation with the latter violate the essential characteristics of public administration. This article attempts to review the managerialism in public administration historically, summarize its characteristics and further elaborated its defects.This text is divided into five parts altogether:The first part is theoretical synthesis. It presents some definitions, and enumerates some interpretations and understanding of the scholars home and abroad towards the managerialism in public administration, and those propositions would arise from three controversial opinions: First , the significance of managerialism to public administration. Secondly , the relationship between traditional public administration and managerialism. Thirdly,the over-managerialism in the reformation of the New Public Management.Second part for historical review.
