Nansha Islands and its sea area have very important strategic and economic significance for China. Because of its important location, Nansha Islands and its sea area were concerned by neighboring states. From 1970s, they were occupied and partitioned by neighboring states, so, this came into being South China Sea issue.In fact, the islands of South China Sea are the territory of China from ancient times. They were found, possessed and exploited by Chinese people firstly. The Chinese governments in the past carried out continuous domination to them. These indicate that China possesses territory sovereignty of South China Sea islands. During a long time, the neighboring states admitted and supported that China possess sovereignty of South China Sea islands. But, when oil and gas resources are found in South China Sea, and the world is in the course of the globalization, the importance of South China Sea location appears. Therefore, the neighboring states scramble for the South China Sea islands and partition South China Sea area for current advantage. It induces that South China Sea are scrambled by six countries, and this comes into being current South China Sea issue. When it was acute, the South China Sea issue became one of the hotspot issues in the world.From 1980s to 1990s, China put forward the policy of "to lay aside the dispute and exploit jointly" to deal with South China Sea issue. In fact, it is "to lay aside the sovereignty dispute and exploit jointly" . About the policy, some people think that it damages Chinese national interest, and some people think that China gives up the sovereignty of South China Sea.The thesis studies the question of South China Sea policy. It carries through politics analysis about South China Sea policy from the point of view of national interest and national sovereignty mostly. It makes people believe the rationality of South China Sea policy.It includes three parts except foreword and summary:The first part discusses the origin and actuality of South China Sea issue. It includes the general situation, scrambling of South China Sea, the reason of the scrambling, history and law evidences of South China Sea islands attached to China.
