Government performance has become the worldwide focus in the theory and practice field. But in our country, the study about it just developed for a short time. The government and academe paid a lot of attention to that study; so many places got many fruits in the government performance via different practice in recent years. Those practices not only improved the performance of local government, but also provided abundant case data for the theoretical study. However, as the time of development is lack, there are many kinds of problems needs more discussion. No matter the theoretical study or practical use, to develop the government performance should first face a question: what is the connotation of the government's performanceIn this paper, we summed up the study in existence, and analyzed our country's government performance system; then defined the government performance's "responsive quality". Meanwhile, we imported the stakeholder theory that applied in western management to our study, and expanded the object which government performance should responded to. In a bran-new angle of view, we studied the meaning of government performance and afresh the category of the main body who evaluate the government's performance. Furthermore, we analyzed the problems in our government performance system, put forward a newdefinition--responsive evaluating system. From the aspects of appraiser, guideline, waysand process, object and institution, we addressed the connotation and advantages of the responsive evaluating system.
