With the development of market economy and the progress of the society, the requirements of the government from the society and citizen were increasing. In the meantime, the government also realized their management problems and carried out the internal reforms Gradually. Since the 1980s,with the development of "new public management" theory, government departments used private enterprise’s management methods and means, which was very successful. Especially using performance management had played a large role to enhance the performance of the government. But the major government performance evaluation method was government internal evaluation now. Other evaluation methods were used very little. This evaluation system was not conducive to the government to face up to their problems and seriously impeded government’s performance. In this case, the third-party evaluation emerged. The third-party evaluation organization was independent from the government institutions. The third-party used professional management to evaluate performance of government. In conclusion, the third-party evaluation could help government to establish a service concept, make and implement government policies, enhance the image of the government, and built a honest and clean environment.In view of this, the article studied the problems of third-party evaluation of Ordos government performance from the government performance theory. The first part of the article introduced the background, theoretical and practical significance, the research status of third-party in the domestic and overseas, and the research content and methods. It also pointed out the innovations and deficiencies of this article. The second part introduced the concepts of government performance, government performance evaluation and third-party evaluation. And it also expounded the theories of government performance, the third-party evaluation theory and social control theory. The third part described the current situation of the third-party evaluating Ordos government performance. The fourth part discussed the problems and reasons of the third-party evaluating Ordos government performance. The fifth part put forward countermeasures and suggestions, which could perfect third-party evaluation of government performance.With the reform of the administrative system, government performance had increasingly become the focus of social attention. From the current development of the third-party evaluation, we found that the third-party evaluation would become an important measure to improve government performance. And it will play a greater role in the future.
