It is very important to perfect the law of civil servant in our country, which is also the demand of selecting excellent person and improving the ability of civil servants and enhancing the capability of reign of our party.Some concepts relating to the system of examination and employing civil servant were expounded first in the thesis, the evolvement process of the system of examination and employing civil servant all over the world in history were analyzed then, and the mechanism of examination and employing civil servant in our country was studied. Basing on the analysis on the ethic value of the system, the important viewpoint that justice is the leading of value in the system of examination and employing of civil servant was brought forward, and some problems existing in the examination and employing system were analyzed. The result shows that these problems are mainly due to the defects in the system itself, which influence the justice of the system, due to the inadequacy in the technical support of the system, such as the shortage in impersonality during the stage of exam, interview, assessment and supervising, which influence the advancement of the system, and the incompleteness in the executing of the system, such as not fully enforcing the laws, which influence the justice of the system. These problems were analyzed using the method of system analyzing, and some countermeasures to perfecting the mechanism of exam and employing civil servant were put forward. The countermeasures are as follows, to consummate the system of law in order to strengthen the system of law in order that the exam and employing can be fully under the guidance of the law, to intensify the flack of the system and publicity of information, to set entrance conditions scientifically so as to realize the equality of employing chance of all persons, to reform the procedure of employing in order to get the rationalization of exam and employing process, to take multi-kind of assessment technique in order to select the best one, to strengthen the management of the exam and employing ,realizing all the process are fully supervised by the public.Some primary actions taken by the government of ZhuZhou City during the process of exam and employing of civil servant were introduced in the last part, which practically verify the viewpoint and conclusion brought forward previous in the thesis.
