Qualified personnel guarantee good governance.How to chose the talents that enrich them into the civil service team according to the improved examination system, which is related to the rise and fall of our party and country's honor. A sound, reasonable and fair civil service examination system, can be as a tool to select all types of talents for the government, to enhance the image of the government and to improve its administrative efficiency; on the contrary, the imperfect examination system will result in an oversupply of labor, the low of efficiency and damage the Government's prestige.In this paper, our key object of study is the civil service examination system that in order to build a scientific, systematic and fair system. Under the new public management reform background, aim at the existing problems and drawbacks of this present civil service examination system, depends on the bureaucratic organizational theory as the analysis tools to study the reform of China's civil service examination system in the path, and to provide the systematic construction of the path selection and the orientation. I strive to use the school system and the historical analytical tools and related outcomes to explore two aspects of the development of the civil service examination system and reform from systematical analysis and implementation of mechanisms.The thesis, including a total of four parts:The first chapter is preface, to introduce its background, the purpose and the significance, as well as its home and abroad research method of this article and technical route.The second chapter is devoted to introducing the example and the relevant theory of our country's civil service examination system. Section I introduce the relevant theory of the examination system; Section II describes the status of implementation of the examination system, which is including the employment laws and regulations, procedures, scope, qualifications, organization, etc.; Section III describes the civil service examination of the central authority and its institutions of 2008 in specific examples.Chapterâ…¢analyzes the existing problems of the civil service examination system, which is including various forms of discrimination in the recruitment process, the unscientific nature of the tests, the controversial nature of the examination form and the uncertainty of the selection standards and so on.Chapterâ…£sets out recommendations to improve the civil service system. In this chapter, in view of the present status and the existing questions of our country's civil service examination system to bring forward a complete set of recommendations, which is including : set up conditions in scientific to ensure that all the candidates have the equal opportunities; to strengthen the practice and exploration, in order to make the scientific tests implementation come true; carry out the reform of the examination system to ensure that the examination form reasonable; determine the selection standards, which is can reflect the distinction, objectivity and accuracy; complete supervision mechanism, to achieve a fail examination.Throughout the above discussion, my conclusions are: our country's civil service examination system should be perfected under the premise of upholding the rule of law, fairness, competition, merit, and improving basic ideas of the administrative efficiency in order to achieve the aim that is how to select the talents form all kinds of person.
