The system of compensation is one of the most important contents in the system of human resources management, and the compensation design is also an important content in the public management. Since the reform in the economic system of our country, income distribution has been in the key position of the reform all the time. For over twenty years, a series of changes has taken place in the compensation system of national governmental departments. As the administrative department of the governmental personnel, we should analyze the forming course and the influence of these changes in the compensation system as well as carry on the optimal design of the existing compensation system so that we can improve the management efficiency of the governmental offices. Meanwhile, we need to make full use of the compensation as an incentive tool based on the reality to promote the development of every undertaking, increase the institutional income and effectively standardize the outside-system income of the civil servants.Through the study and research on the compensation system for civil servants in the recent years, this thesis, taking the distribution history and its current situation as the whole research object, aims at confirming the drawbacks in the present system and examining the causes for these problems during the transitional period from the planned economy to market economy. Integrating with the regional reality and learning from the domestic and international theoretical achievements as well as the practical experience in the advanced areas, I would like to put forward some of my suggestions to the compensation and welfare policy of the civil servants in Changsha during the transitional stage, and to explain the motives for the reform in the present distribution system of civil servants from the practical and theoretical aspects, which are based on the center principle of market-orientation. Through the study in this subject, I hope to provide some innovations to the governmental administration, some advices for the present distribution system of civil servants, and some instructions to the management mode of government in the future.
