The performance assessment of the civil servants (PAOTCS) is a crucial part of the management of civil servants in our country. Therefore, it is of certain practical significance to do some research on the specific requirement, devising of criteria, devising of assessment cycle, methods and procedures of the PAOTCS in the context of socialist market economy in our country.This dissertation explores not only the theoretical foundation of the PAOTCS, but also its status quo at home and abroad. It makes elaborate analysis of the existing problems of the PAOTCS in our country. With respect to the present problems of the PAOTCS and by learning from the appraisal expertise abroad, as well as the successful experiences of performance appraisal of employees in private sector, this dissertation sets up the principle, major criteria, devising methods of PAOTCS at the current stage in our country, and it also further details and quantifies the five conventional indicators: morality, capability, diligence, achievement, integrity. It explores the quantification methods of those five quality indicators and how to design the appropriate cycle length of appraisal. It emphasizes the application of the 360 degree assessment model, which features transparency, interactivity, and the involvement of the informed, and MBO appraisal model, using different assessment tools to implement. Meanwhile, the dissertation stresses that firstly, the procedure of PAOTCS ought to be formulated with programmed and fair standard, secondly, the PAOTCS should carefully appraise people's performance on a regular basis, thirdly, it should improve the quality of the appraiser.The dissertation points out that PAOTCS must take into account the difference between different individuals, which means, it must design different assessment criteria and periodic time, adopt different appraisal methods accordingly for the civil servants at different levels and positions, formulate the files to record the civil servants'life-long performance, alter the conventional, one-fold and top-down assessment methods, promote and encourage the participation of the informed into PAOTCS. The dissertation also proposes to regulate the PAOTCS through legislation, scrutinize the behaviour of assessor; furthermore, the assessors should take legal responsibility for the results of the appraisal. At the same time, more attention should be paid to the process of the PAOTCS, and the PAOTCS should be treated from the perspective of development. Last but not least, the dissertation emphasizes the involvement of the civil servants themselves in the PAOTCS process and the full use of the results of the appraisal. The results of the PAOTCS should not merely be regarded as the basis of reward or punishment, what is more important is, it should be used to promote the improvement of the civil servants themselves and to better tap the potential of them.
