Along with the exacerbating of globalization era, the international competitions among nations are becoming increasingly fierce, and more and more fields are involved in these competitions, such as politics, military, economics, technology, culture and other domains. In this complex competitive situation, much of the competition results among nations are determined by public sector performance, and the competitiveness of public sector is fundamentally determined by its human resource quality and management level. Therefore, public sector has to promote the quality level and management level of the civil servants in order to deal with global competition. However, where is the starting point for the improvement of human resource quality and management level? Peter F. Drucker, father of modern management, gave us the answer: "If you cannot appraise, you are unable to manage." A scientific assessment is the premise for the improvement of human resource quality and management level of the civil servants. Therefore, it is necessary to study the problems existing in Chinese civil servant assessment work, and explore the countermeasures to promote Chinese civil servant assessment level.The present thesis comprehensively employed literature research, observation, descriptive study, combination of theories and empirical studies, experience summary, simulation and other research methods. Start with the introduction and analysis of basic theories, main techniques, function and value of civil servant assessment, and combined with Chinese civil servant assessment practice, this paper analyses the problems existing in Chinese civil servant assessment work and the factors restricting the improvement of civil servant assessment level, studies the main problems existing in enrollment by examination, performance appraisal and other civil servant assessment links, and provides countermeasures for the improvement of civil servant assessment work. Following conclusions are drawn from the research process:Firstly, in order to promote the civil servant management level and cope with various challenges faced by the quality of the civil servants, public sector has to make full use of psychological tests, assessment center and other modern personnel assessment theories and tools, and reconstruct a civil servant assessment system that operates effectively.Secondly, there are many obstacles for the effective application of modern personnel assessment theories and techniques to the field of civil servant management, including the weakness of civil servant assessment theories, lack of professional assessment personnel, lack of legal basis, artificial obstacles and other barriers. In addition, many problems existing in civil servant examination and performance appraisal also severely hampers the improvement of our nation's civil servant assessment work level.Thirdly, In order to improve the civil servant assessment work level, public sector has to establish a correct assessment concept, intensify the study of the basic theories of civil servant assessment, strengthen assessment talent team construction, and pay attention to other basic problems. In addition, the public sector has to constantly perfect the work of civil servant examination, enrollment and performance appraisal, and what is the most important, to design a comparatively perfect civil servant assessment system which comprehensively employs various modern assessment techniques. Finally, some incorrect civil servant assessment concepts should be prevented.
